RAMBAN AUGUST 23: Assistant Labour Commissioner Ramban Amit Kumar today conducted inspection at four different project sites in different parts of the District, to check compliance with the provisions of Jammu and Kashmir Building and Other Construction Workers Welfare Cess Act, 1996.
During the inspections, on-spot scrutiny of maps and other project-related documents was undertaken to calculate the total estimated project cost and the corresponding Cess amounts. Notices were issued to the owners of all four building projects, who promptly deposited the Cess on the spot. A total Cess amount of ₹1,10,471 was recovered after which the department issued the necessary No Objection Certificates (NOCs) to the building owners.
Later, the ALC held an interactive session with the labourers engaged at the project sites. He briefed them on the welfare schemes under the Jammu and Kashmir Building and Other Construction Workers Welfare Board (JKBOCWWB) Act, including the benefits of Labour Cards, and central government schemes such as Pradhan Mantri Shram Yogi Maandhan (PMSYM), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Atal Pension Yojana (APY), and e-Shram. Provisions related to worker safety and the rights of labourers under labour laws were also discussed.
The building owners were directed to ensure that proper safety measures, adequate food, and clean drinking water are provided to the labourers during work. It was noted with satisfaction that all labourers present at the sites possessed active Labour Cards.
