DC Kupwara reviews compliance with SC orders on stray dog management at DLC meeting

KUPWARA, DECEMBER 9: Deputy Commissioner Kupwara, Shrikant Suse today chaired a meeting of the District Level Committee (DLC) to review and strengthen measures aimed at curbing the stray dog menace across the district.

The meeting was attended by SSP Kupwara, Syed Al-Tahir Gilani; ADC Kupwara, Gulzar Ahmad Khan; SE R&B, DySP Handwara, ACD, CEO, Chief Animal Husbandry Officer, Executive Officers of Municipal Committees, and other concerned officers.

During the meeting, a detailed discussion was held on a range of critical issues, including Identification and securing of various institutions like hospitals, sports complexes, panchayat ghar, schools and bus stands, establishment of designated feeding spots and ensuring adequate animal shelter capacity, progress on sterilization and vaccination of stray dogs under ABC (Dog) Rules, 2023, conducting regular inspections to ensure no stray dog habitats on institutional premises, ensuring mandatory stock of Anti-Rabies Vaccine (ARV) and Immunoglobulin in all hospitals, conducting awareness programmes in schools on preventive behavior, first aid, and reporting dog-bite incidents, deployment of adequate security and ground-keeping staff at stadiums and sports complexes, securing transport hubs and improving waste management systems to prevent stray dog congregation, review of monthly reports from Municipal bodies, appointment of Nodal Officers by all departments, preparedness of Health Department (Government & Private Hospitals) to maintain adequate stock of ARV and immunoglobulin and ensure proper management of dog-bite cases.

All concerned departments were instructed to designate Nodal Officers for effective coordination. The District Administration will supervise, coordinate, and monitor all related activities to ensure timely and effective implementation of the directions issued.
