SRINAGAR, AUGUST 19: On the directions of Charandeep Singh, Labour Commissioner, Jammu & Kashmir, office of the Assistant Labour Commissioner, Srinagar, conducted inspections of various placement agencies operating within the district.

During the inspections, officials examined Form C Registers, Inter-State Migrant Workmen (ISM) Licenses, data/records of workers engaged through the agencies, and other statutory registers and compliance-related documents. Wherever discrepancies were observed, inspection notes were served upon the concerned agencies with instructions to ensure strict compliance with the provisions of labour laws and rules in force.

The agencies were categorically advised to comply with the provisions of the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979, particularly Section 7 – Valid licensing, Section 12 – Maintenance of prescribed registers, and Section 13 – Payment of displacement and journey allowances.

Labour department reiterated that all placement agencies are under obligation to function in a lawful, transparent, and accountable manner so as to safeguard the rights and welfare of the workforce. Any deviation or violation of statutory requirements shall invite strict legal action under the relevant provisions of law.

Furthermore, workers and citizens are advised to directly approach the Labour department in case of any grievance or complaint against placement agencies, to ensure its prompt examination and redressal.

Meanwhile, it reiterated that such inspections shall be carried out on a regular basis across the district, with a view to ensuring effective enforcement of labour legislation and protection of workers’ rights.
