JAMMU, FEBRUARY 21: District Administration Jammu today organised a one-day workshop-cum-training programme on the e-SAKSHI portal under the Members of Parliament Local Area Development Scheme (MPLADS) at the Conference Hall, DC Office Jammu.

The workshop witnessed the participation of officers from various Implementing & Development Agencies (IDAs) of the district. The programme aimed to review the progress of works under MPLADS, strengthen coordination among departments and ensure timely and transparent implementation of developmental projects.

Detailed deliberations were held on planning, preparation of estimates, financial management, execution of works and timely uploading of progress on the e-SAKSHI portal. Officers were sensitised about strict adherence to MPLADS guidelines, proper documentation and effective utilisation of funds to ensure quality outcomes for public welfare.

District Administration emphasised that estimates must be prepared within 45 days from the date of recommendation of works. It was directed that payments should be released within 90 days after approval by the Implementing District Authority (IDA). Completed works must be promptly updated and closed on the e-SAKSHI portal with requisite documentation. Concerned officials were instructed to ensure daily monitoring of the portal.

Furthermore, Audit Certificates for the financial year 2023–24 should be submitted at the earliest to facilitate compliance and further fund release.

All departments were directed to expedite pending works and maintain transparency and accountability in implementation.

The workshop concluded with an interactive session wherein officers discussed operational issues and sought clarifications regarding portal management and procedural compliance. The District Administration reiterated its commitment to ensuring efficient, transparent and timely execution of MPLADS works in Jammu district.
