VISAKHAPATNAM, APRIL 28: The Tripartite Portfolio Review Meeting (TPRM) of IFAD-supported projects, including the Jammu and Kashmir Competitiveness Improvement of Agriculture and Allied Sectors Project (JKCIP), was held at Visakhapatnam under the chairpersonship of Anu Mathai, Additional Secretary, Department of Economic Affairs (DEA), Government of India here yesterday.
JKCIP is a flagship IFAD-supported initiative being implemented in Jammu and Kashmir with the objective of enhancing the agricultural productivity, strengthening farmer institutions, promoting agribusiness and entrepreneurship and improving the market linkages across the value chain. The project adopts a comprehensive ecosystem approach, integrating farmers, youth, institutions and infrastructure to drive sustainable and inclusive growth in agriculture and allied sectors.
The meeting brought together senior officials from the Government of India, IFAD and project implementing agencies to review progress, assess key outcomes and discuss strategies for strengthening implementation across IFAD-supported initiatives.
Dr. Sagar D. Dattatray, Mission Director, HADP/JKCIP, participated in the meeting along with Mr. Marc J. de Souza, Country Director, IFAD and presented an overview of the progress achieved under JKCIP in Jammu and Kashmir.
During the review, the DEA expressed satisfaction over key developments in the project, including the successful onboarding of the Project Management Unit (PMU), conduct of the Startup Mission and organisation of Implementation Support Missions in the Union Territory. These initiatives were noted as important steps in strengthening the institutional mechanisms and accelerating project implementation.
The Mission Director, JKCIP, informed the meeting that the project will adopt a strategy of front-loading activities during the financial year 2026–27 to compensate for initial delays and to ensure accelerated delivery of outcomes across all components.
The discussions underscored the importance of continued coordination between the Department of Economic Affairs, IFAD and the Government of Jammu and Kashmir to enhance efficiency, improve monitoring systems and achieve the intended impact of the project.
The meeting concluded with a reaffirmation of commitment by all stakeholders to further strengthen the implementation and ensure that JKCIP contributes effectively towards transforming agriculture and allied sectors in Jammu and Kashmir.
