POONCH, FEBRUARY 02: Sampoornata Abhiyan 2.0 was launched today in Aspirational Block Mankote, marking a decisive step towards achieving 100 per cent saturation of key development indicators in accordance with the vision and guidelines of NITI Aayog.
The launch event was chaired by the Chief Guest, Choudhary Imran Zafar, District Development Councillor (DDC), Mankote.
The programme was graced by Sub-Divisional Magistrate Mendhar Imran Rashid, as Guest of Honour along with Tehsildar Mankote Maroof Qadri; Block Development Officer Mankote Ijaz Ahmed and Nodal Officer for Sampoornata Abhiyan 2.0, Aspirational Block Programme Fellow (ABPF) Ajaz Ahmed and officers and officials from all line departments.
The initiative envisages convergence-based governance, last-mile service delivery, Jan Bhagidari and outcome-oriented development, with a focused approach towards reaching the unreached and ensuring that no eligible beneficiary is left behind.
As envisaged under Sampoornata Abhiyan 2.0, the programme commenced with a student-led awareness rally, promoting community participation, followed by inspection of departmental stalls showcasing flagship schemes, service delivery mechanisms and saturation strategies of the stakeholder departments.
Various activities followed focusing on development and grassroots governance. A Health Team deputed by the Chief Medical Officer, Dr. Pervaiz Ahmed Khan was present to support health-related activities under the Abhiyan.
The ASHA Workers, ANMs, Anganwadi Workers, field staff and grassroots functionaries have been roped in to ensure last-mile delivery and successful implementation of government initiatives at the community level during the campaign.
As Nodal Officer for Sampoornata Abhiyan 2.0, local BDO Ijaz Ahmed will oversee the block-level planning, convergence among line departments, field-level execution and monitoring of saturation indicators, ensuring effective implementation of the Abhiyaan at the grassroots level.
The programme was coordinated and facilitated by the Aspirational Block Programme Unit, Mankote.
The formal proceedings began with the Rashtriya Gaan, followed by the administration of the Sampoornata Pledge, reaffirming collective commitment towards ensuring complete saturation of eligible beneficiaries.
In line with NITI Aayog’s emphasis on behavioural change communication and community engagement, the event featured thematic skit presentations by the Education Department and the Nutrition Department, highlighting issues related to learning outcomes, school retention, maternal and child nutrition and grassroots awareness.
The representatives of Education, Nutrition, Health, and Agriculture departments delivered lectures, outlining indicator-wise progress, identified gaps and shared action plans for achieving saturation through inter-departmental convergence and real-time monitoring.
Addressing the gathering, SDM, Imran Rashid emphasized accountability, coordinated implementation and field-level ownership as critical for the successful execution of Sampoornata Abhiyan 2.0.
In his address, DDC Choudhary Imran Zafar appreciated the focused and result-oriented approach of the district administration under the leadership of District Development Commissioner Ashok Kumar Sharma. He urged all stakeholders to work in mission mode to transform Mankote from an aspirational to an inspirational block.
