JAMMU, AUGUST 08: Relief & Rehabilitation Commissioner (M), J&K today chaired a meeting to review the implementation of the ration distribution in terms of the Special Relief Ration Scheme for Kashmiri/Jammu Migrants notified vide Government Order No.15-JK(FCS&CA) of 2026 dated 05.03.2026 and extension of benefits of social sector/welfare schemes to eligible migrants, after integration of their ration cards on the national database.

The meeting was attended by senior officers from the Department of Food Civil Supplies & Consumer Affairs, Relief Organization and National Informatics Centre. Besides, Camp Commandants, Zonal Officers and territorial Tehsildars were also present.

It was apprised that more than 25,000 migrant ration cards have already been punched into the NFSA database and the FCS&CA Department has already put mechanism in place to distribute three months ration (August to October) in the month of August itself.

The technical issues being faced by some beneficiaries in the ration distribution were also deliberated and the National Informatics Centre was asked to redress these on priority.

It was decided that the officers of FCS&CA and the Relief Organization shall take proactive steps to reach out to all households and ensure ration supply to all migrant beneficiaries. It was also decided that the extensive IEC campaign shall continue on the ground to make migrants aware about various welfare schemes of the Government and that the integration of migrant ration cards into the NFSA database is purely a welfare-oriented governance reform aimed at inclusion of migrants into the mainstream welfare architecture, extension of social security benefits, digitization and modernization of records, transparency and accountability in beneficiary management, ensuring the continuation and protection of all the existing relief provisions/guidelines/entitlements available to Kashmiri/Jammu Migrants.

The meeting observed that integration of migrant ration cards into the National Food Security Act (NFSA) database has emerged as a significant step towards expanding the migrant community’s access to Government welfare and social security benefits.

The process has progressively transformed the migrant ration card from an instrument of food entitlement only to an important gateway to a wider spectrum of welfare and social protection. The Relief & Rehabilitation Organization, in close coordination with the Department of Food, Civil Supplies & Consumer Affairs, Social Welfare Department and other concerned departments, is facilitating the integration of nearly 50,000 migrant families into the national database, supported by extensive awareness, facilitation and field-level monitoring to facilitate the eligible migrants to avail benefits of social sector/welfare schemes.

More than 3,500 eligible migrant families have so far been facilitated through intensive IEC campaigns aimed at door to door reach out and regular special outreach camps with a substantial number already receiving assistance following integration. Nearly 2100 eligible beneficiaries have so far been sanctioned old-age pension, widow pension, disability pension and marriage assistance etc.

As a continuation of this beneficiary-centric outreach, another month-long round of special awareness and facilitation camps has started from 03.08.2026, as per the schedule already circulated and notified through public notices and social media. The camps are aimed at facilitating eligible migrant families in completing requisite formalities, understanding their entitlements and accessing various social security and welfare schemes.
