SRINAGAR, SEPTEMBER 30: Minister for Jal Shakti, Forest, Ecology & Environment and Tribal Affairs, Javed Ahmed Rana, today said that all irregularities pointed out by the House Committee in implementation of Jal Jeevan Mission (JJM) works will be investigated while ensuring appropriate action is taken based on the findings.
Responding to the issues raised in the Legislative Assembly regarding the report of the House Committee on alleged irregularities in JJM works, the Minister said that the government takes such observations seriously and will ensure that every complaint or allegation is properly examined. He said that wherever the House Committee has pointed out irregularities, the concerned authorities will conduct a thorough inquiry before taking further action.
The Minister said that complaints received from people regarding JJM works would be examined through the concerned Deputy Commissioners. He said that the DCs would be empowered to undertake necessary inquiries and verify the ground position wherever complaints have been received.
He said that a number of schemes had not received adequate funding for the last four years, which had affected their progress. Despite these constraints, he said, more than 90 per cent of the schemes have been completed and appreciated the efforts of the officers and contractors involved in execution of the works.
The Minister clarified that the government would adopt a balanced approach while dealing with the concerns raised in the House Committee report. “Wherever the House Committee has pointed out irregularities, the matter should be properly probed. Wherever there are no complaints or adverse findings, the works will continue and the legitimate payments to contractors will be released as per rules,” he said.
He reiterated that the objective was to ensure both accountability and uninterrupted implementation of the Jal Jeevan Mission, so that the people receive the intended benefits of the scheme without unnecessary delays.
Earlier, House Committee Chairman Justice Hasnain Masoodi made a brief statement on the Report of the House Committee constituted to probe into the alleged irregularities in implementation of Jal Jeevan Mission (JJM) in the Union Territory of Jammu and Kashmir presented in the House on 21st of September,2026.
Speaker Abdul Rahim Rather said that several people had complained that the House Committee had not visited their respective areas and, therefore, they should also be provided an opportunity to present their concerns. He said that the government would ensure that genuine complaints are examined and the actual position verified on the ground.
He further said that if any member of the House is not satisfied with the response or action taken by the government, the Rules of Procedure provide an opportunity for further discussion on the report.
