City Beautification Appreciable —- Traffic Contingency Plan Missing!

These days, commuting in Srinagar city has become a tough job. Thanks to the administration which has taken up several works for execution, what has resulted in addition to the hassles that the people were already facing on city roads. The moment one gets on the road, heading to the destination, traffic jams remain ready to welcome the commuters, halting them nearly 10 times on a 20-minute journey within the city. And what that results in, is an utter waste of time, especially during the morning and evening rush hours, when everyone is trying hard to reach home.
The works that are under execution across the city, mainly on the roads, or along the roads, are drainage works being carried out by one department, other road constructions being carried out by some other department, and recently started beautification works under Srinagar Smart City project by a couple of departments working jointly. However, what remains a common thread is that these works are never carried out in coordination and in the majority of these works, a contingency plan remains missing.  The last part has always remained missing in the developmental works carried out in Srinagar, or any other part of Kashmir Valley even though there was a hope of getting to witness a change there during the last few years, but it is all hunky-dory.

If we analyze such works carried out in some other part of the country, a different scenario would emerge: whenever the departments there are planning for carrying out such works and if that ends up creating issues in the smooth flow of the traffic, they would see to it that is avoided by ensuring effective coordination and planning to make sure that despite the execution of works, the traffic flow is not hampered and everything goes on smoothly. The departments outside Kashmir take months to plan such works; making sure that the chalked-out action plan remains foolproof. Once they are satisfied, only then would give a go-ahead for the execution, unlike what happens in Kashmir where plans are taken directly to the level of execution without looking into other aspects of it. We have also seen ambulances stuck, finding no path to move ahead just because beautification works have created hurdles in the smooth traffic flow. Ironic!

There is a need for streamlining such works across Srinagar, at least, to begin with, so that the traffic mess that the city is facing is brought to an end. At the same time there is a need for administrative secretaries within the departments to designate an official to ensure that during the execution of such projects, due care is taken to ensure the smooth passage of traffic and more importantly, that there is a contingency plan well in place because the issue is important and there is a need for its immediate redressal. People deserve it and they should get it.
