JAMMU, APRIL 17: Chief Secretary, Atal Dulloo, today chaired the State Level Steering Committee (SLSC) meeting held regarding approval to the Annual Action Plans (AAP) in favour of major Centrally Sponsored Schemes being implemented by the Agriculture Production Department in the region.

The meeting besides Principal Secretary, APD, Shailendra Kumar, was attended by Commissioner Secretary, Forests, Sheetal Nanda; Secretary, Tribal Affairs, Prassana Ramaswamy; Secretary, Planning, Talat Parvez; Secretary, Cooperatives, Babila Rakwal; DG, A&T, Mahesh Dass; DG, Budget, M Sultanand other concerned HoDs of APD.

During the meeting, the department submitted proposed action plan for 2025-26 fiscal under the major flagship schemes like Krishonnati Yojana (KY) and Rashtriya Krishi Vikas Yojana (RKVY) to the Chief Secretary led Committee for its approval.

For the Krishonnati Yojana, the sub-schemes focused on seeds, nutrition, digital agriculture and horticulture development. Besides, the department has projected a total financial requirement of Rs. 20,881.62 lakh, significantly exceeding the Rs. 14,923.00 lakh ceiling conveyed by the Government of India, during the upcoming fiscal.

The sub-components included Agriculture Extension ATMA with an AAP for Rs 2,500.00 lakh. The Agriculture Extension ATMA acts as a platform to integrate agricultural research, extension services and farmers.

For the sub-component of Seeds (SMSP), an action plan of Rs 750.00 Lakhs was submitted for approval. The aim of the plan is to ensure the availability of quality seeds to farmers in a timely and affordable manner.

Other sub-missions of the scheme included National Food Security & Nutrition Mission (NFSM) with a plan of Rs 875.00 lakh to increase the production of rice, wheat, pulses and coarse cereals through area expansion and productivity enhancement.

Similarly, National Mission on Edible Oils–Oilseeds (NMEO-OS) with an AAP of Rs 312 lakh for 2025-26.This sub-mission aims at increasing domestic production of edible oils by increasing the productivity of oilseeds, promotion of high-yielding oilseed varieties and hybrids.

On the other hand, the Mission for Integrated Development of Horticulture (MIDH) with an AAP of Rs 11,850.50 lakh aims at enhancing the horticulture production and improve the livelihood of farmers through sustainable practices.

The Digital Agriculture Mission (DAM) had a plan of Rs 4,604.62 lakh to modernize the revenue records and agriculture by using digital technologies to improve the productivity, reduce input costs and enhance farm-level decision-making. It also included development of a unified farmers’ database and geo-tagging of assets.

The Rashtriya Krishi Vikas Yojana (RKVY) for the Financial Year 2025-26 has a total proposed Annual Action Plan of Rs. 9900.00 lakh. This comes alongside the progressive implementation of the National Mission on Natural Farming (NMNF) across the Union Territory, showcasing a multi-pronged strategy to enhance the agricultural sustainability, mechanization and farmer empowerment.

The Proposed Annual Action Plan under RKVY for 2025-26 included allocations across several key sub-schemes aimed at holistic agricultural development. The major components of the proposed plan included Soil Health and Fertility retaining its original allocation of Rs. 280 lakh, Rain-fed Area Development (Rs. 224 lakh), Paramparagat Krishi Vikas Yojna (PKVY) (Rs. 615.20 lakh), Per Drop More Crop (Rs. 1750 lakh), Agriculture Mechanization (Rs. 3141 lakh) and Agroforestry (Rs 116.25 lakh).

These sub-schemes are critical components of the government’s broader mission to transform agriculture into a more productive, sustainable and technologically empowered vocation.
