DC Budgam reviews conservation measures at Hokarsar, chairs meeting on Namble Narkara wetland proposal

BUDGAM, JUNE 25: Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-ud-Din Bhat today conducted a comprehensive review of conservation measures at Hokersar Wetland and also discussed the proposed designation of Namble Narkara as a protected wetland under the Wetlands (Conservation and Management) Rules.

During the review of Hokersar Wetland, DC assessed the ongoing works aimed at improving water flow and mitigating flood risks.

He stressed the timely resolution of all revenue-related matters associated with Hokersar Wetland and directed Tehsildar Budgam for overseeing the demarcation of wetland boundaries and its peripheries.

DC directed the concerned departments to expedite this process on a priority basis.

Emphasising the importance of ecological integrity, DC issued clear instructions to enforce a complete ban on all land conversions within wetland zones, urging officials to take prompt legal action against any violations.

He also expressed concern over illegal garbage dumping along the wetland’s peripheries, particularly along the Soibugh road.

DC directed immediate removal of waste, strict surveillance, and regular monitoring to prevent further dumping. He stressed the need for stringent enforcement measures against offenders.

He also discussed the formal process of notifying Namble Narkara as a designated wetland.

Discussions centered around the ecological and hydrological value of Namble Narkara, which plays a potential role in groundwater recharge, flood mitigation, and biodiversity support. While the site has not yet been designated as a wetland, DC emphasized the urgent need to initiate formal procedures for its protection.

ACR Budgam apprised that ground-truthing i.e., the physical verification and mapping of the site both will begin shortly as a first step in the notification process.

DC urged all departments to ensure interdepartmental coordination, adherence to environmental protocols, and community awareness regarding wetland protection. He highlighted that once notified, Namble Narkara could offer long-term ecological and socio-economic benefits for the region.

He directed timely follow-up actions including field assessments, preparation of technical documentation, and other required submissions to facilitate the notification process.

The meeting was attended by ACR Budgam, officials from Forest & Wetlands Division, Fisheries department, Rural Development department, Tehsildar Budgam and other line departments.
