DC Kishtwar reviews preparations for Phase-II of Census 2027

KISHTWAR, AUGUST 07: Deputy Commissioner Kishtwar Pankaj Kumar Sharma, who is also the Principal Census Officer, today chaired a meeting of the District Coordination Committee, Charge Officers and Sub-Divisional Census Officers to review and finalize preparations for the Population Enumeration (Phase-II) of Census 2027.

The Deputy Commissioner appreciated the successful completion of the House Listing Operation (HLO) and emphasized that Population Enumeration is a crucial phase of the Census. He directed the Charge Officers to ensure 100% accurate, complete and error-free enumeration, with zero omission and zero duplication of households or individuals.

The Deputy Commissioner reviewed the rationalization of House Listing Blocks (HLBs), wherein only those HLBs having a population exceeding the prescribed norm would be reorganized as per Census guidelines. The Deputy Commissioner/Principal Census Officer directed the Charge Officers to complete the exercise within the stipulated timeline and submit the final manpower requirement.

The Charge Officers were asked to immediately update the details of Enumerators and Supervisors on the Population Enumeration Portal. Stress was laid on timely updating of maps, HLB boundaries and other portal-related activities to ensure seamless field operations.

The meeting also finalized the training schedule for District Coordination Committee members, Charge Officers, Sub-Divisional Census Officers, Charge Clerks, Field Trainers, Enumerators and Supervisors. It was informed that Self Enumeration shall be conducted from 17th to 31st August 2026, while Population Enumeration will be undertaken from 1st to 30th September 2026.

The Deputy Commissioner instructed the officers to ensure wide publicity of Self Enumeration, facilitate citizens requiring assistance and promptly resolve any technical or operational issues. He also emphasized strict adherence to Government financial rules and Census guidelines while incurring expenditure under the Census programme.

Special emphasis was laid on the enumeration of vulnerable and special population groups, including institutional households, migrant labourers, homeless persons and residents of remote and inaccessible areas, so that no eligible person is left out.

The meeting concluded with a call to all Charge Officers and Census functionaries to work in close coordination and ensure the successful, timely and smooth conduct of Population Enumeration (Phase-II) of Census 2027 in District Kishtwar.

The meeting was attended by ADC (DCO), , Pawan Kotwal; PO ICDS Rishi Kumar Sharma; CPO Akhil Thakur; DSEO (ADCO), Suresh Sharma; SDMs; CEO, Municipal Council, Mirza Mumtaz Iqbal; Tehsildars (Charge Census Officers); DIO NIC, Faizal Khan besides other officers and concerned staff.
