PULWAMA, SEPTEMBER 30: Deputy Commissioner (DC) Pulwama, Dr. Basharat Qayoom, today chaired a meeting at the Meeting Hall, Administrative Complex, Pulwama, to review the implementation of the Solid Waste Management (SWM) Rules, 2026 under Swachh Bharat Mission 2.0.
A detailed presentation was given on the implementation status of SWM Rules, plastic waste management, enforcement measures, Bulk Waste Generators (BWGs), four-way waste segregation, dumpsite remediation, solid waste management facilities across all blocks, and works being undertaken by Municipal Council Pulwama under NGT directions.
The meeting was informed that 19 online and 104 offline challans have been issued, with Rs 49,800 recovered as fines.
Regarding BWGs, six have been identified, of which three are complying and three are non-compliant with the prescribed norms.
The meeting was further informed that the district has six dumpsites, of which three have been remediated and three are presently undergoing bioremediation.
The status of compliance with four-way source segregation was also reviewed. It was informed that 18 training and capacity-building sessions on SWM Rules have been conducted, covering 540 participants.
The DC directed all concerned departments to intensify enforcement of SWM and plastic waste management provisions, ensure strict adherence to scheme guidelines, strengthen source segregation and scientific processing of waste, and focus particularly on compliance by private Bulk Waste Generators.
He directed the concerned agencies to expedite the remediation of the remaining dumpsites, ensure effective functioning of solid waste management facilities across all blocks, undertake regular monitoring and awareness activities, and take strict action against violations as per rules.
The DC further directed the officers to clear all pending works and compliance issues in a time-bound manner and ensure regular submission of updated progress reports.
The meeting was attended by ADDC Pulwama, GM DIC, ADC, DFO, ACP, Divisional Officer, PCB Pulwama, BDOs, CEOs of Municipal Councils, and representatives from all other concerned departments.
