DDC reviews progress under District CAPEX, ADP

KUPWARA: The District Development Commissioner (DDC) Kupwara, Khalid Jahangir Saturday fixed a one week timeline for submission of estimates of development works and cautioned that  defaulters shall have to  face consequences.

The DDC was addressing a meeting of concerned officers & engineers convened here today to review the implementation of works programme approved under District CAPEX Budget 2022-23.

He said no officer shall be allowed to waste time on excuse of tendering or any other formalities. He directed officers to play a proactive role and ensure added promptness so that district Kupwara shall regain the pace in execution of development projects and welfare schemes.

The DDC directed district officers to visit border and remote areas like Karnah, Keran, Machill, Jamagund and Kumkadi in groups on rotation basis along with supporting staff to resolve public grievances and developmental issues. For this, he directed JD Planning to issue a Calendar of officers as per roaster.

The DDC took detailed review of each sector one by one and received feedback regarding the present status of developmental works.

The meeting had  threadbare discussion on various issues regarding implementation of works programme under CAPEX Budget and was informed that overall ceiling for 2022-23 stands at Rs.159653.94 lakh.

As per data, the ceiling include Rs.82513.26 lakh under Rural Development including MGNREGA, PMAY and NRLM; Rs.575.69 lakh under Jal Shakti; Rs.7154.19 lakh under Transport (R&B); Rs.8437.26 lakh under Social Services including Education, Health, ICDS; Rs.50402.04 lakh under General Services including PMGSY, BADP, JJM and Rs.10321.50 lakh under Area Development Fund (ADF) including DDC Grant, BDC Grant and PRI Grant.

The meeting was informed that current year’s plan size is double than previous year, i.e. from Rs.782 crore in 2021-22 to Rs.1596.53 crore for 2022-23.  The meeting was also informed that 50% of the total ceiling has been released for carrying out development works on time.

It was given out that a total of 2997 works have been identified for execution which includes 557 ongoing works and 2440 new works.  Out of 2997 works, 2287 works have been targeted for completion during the current financial year. Out of these works, 1552 works have been identified for development of Rural Infrastructure for improving Rural Connectivity, beautification of rural areas and other infrastructure; 488 works have been identified under Power sector; 420 under Roads, buildings; 260 works under Jal Shakti and 90 works identified for education and health sectors in the district.

Addressing the meeting, Khalid Jahangir said that every decision taken in the meeting shall be implemented in letter and spirit and the officers have to give necessary follow up and action taken report of the meetings.

Terming the role of some departments as more important, Khalid Jahangir asked Assistant Commissioner Development (ACD) and Superintendent Engineer Hydraulics that MGNREGA, Jal Jeevan Mission and other centrally sponsored programmes are the priority sectors of the Government and needs special attention to pay at ground level by way of timely completion of target works.

He asked ACD to pay special attention for expenditure of budget under MGNREGA as it is a demand driven programme and has tremendous scope to build the basic rural infrastructure. He also directed other officers to work with dedication and promptness so that the Kupwara district is able to take benefits of liberal funding given by the Government.

The meeting was attended by all Superintendent Engineers, ACD, CEO, Executive Engineers and other concerned officers.

Later in the afternoon, the DDC also convened a series of meetings with concerned officers and reviewed the implementation of developmental works under the Languishing Programme and Aspirational District Programme (ADP).
