Samagra Shiksha’s 3-day Capacity Building Programme on Financial Literacy & Leadership for HoIs of PM SHRI Schools concludes at Jammu

JAMMU, NOVEMBER 19: Samagra Shiksha, Jammu & Kashmir successfully organised three-day Capacity Building Programme on Financial Literacy and Leadership Qualities for Heads of Institutions (DDOs) of PM SHRI Secondary and Senior Secondary Schools (Batch-II) from 17th to 19th November 2025 at the Institute of Chartered Accountants of India (ICAI), Canal Road here.

The programme was held under the leadership of Secretary, School Education, Ram Niwas Sharma, and Project Director, Samagra Shiksha J&K, Bhawani Rakwal. A total of 165 participants from across the Union Territory took part in the programme.

CA Saurabh Pragal, Chairman, ICAI Jammu Branch, and R.J. Dogra, Principal, DIET Jammu, also attended the ceremony and commended Samagra Shiksha for taking up a crucial initiative aimed at strengthening financial governance and institutional accountability.

During inaugural address, Project Director highlighted the objectives of the programme, focusing on improving budgeting practices, procurement processes, audit readiness, and leadership skills among school heads who function as Drawing and Disbursing Officers (DDOs).

On the first day of workshop, three technical sessions were conducted by senior finance officers. Chief Accounts Officer, Sonam Singh, conducted Session I on SNA–SPARSH and the role of HoIs in its implementation. Session II on Budgeting, Expenditure, and Audit Procedures related to Salary and Pension was delivered by Accounts Officer, Codes Waseem Ahmad Ganae. Accounts Officer, DGAT, Imran Ahmad Kichloo, led Session III on Procurement Workflow, e-Procurement, and Transparency Tools.

Second day of workshop began with a recap of the previous day followed by Sessions IV and V conducted by Senior Consultant, Government e-Marketplace (GeM), Ministry of Commerce, GoI, Sarthak Khoda. He provided detailed guidance on GeM registration, different procurement modes, and essential responsibilities of buyers.

Accounts Officer, Codes, Shahnawaz, handled Session VI on Service Matters pertaining to the School Education Department. The day concluded with Session VII, where Imran Ahmad Kichloo elaborated on the roles and responsibilities of HoIs as DDOs in maintaining financial prudence and discipline.

The third day covered advanced digital financial systems in Session VIII and IX led by Ahmad Mustafa, Assistant Nodal Officer, DG(A&T),who presented comprehensive insights into IFMS, BEAMS, PAYSYS, and Pension Suhida. This was followed by a highly engaging session on School Leadership and Qualities of a Head of Institution by Col. Sanjeev Gupta (Retd.), Chief Consultant.

Samagra Shiksha, J&K extended its gratitude to all resource persons, officials from the Finance Department, ICAI Jammu Branch, and participating Heads of Institutions for contributing to the programme’s success. This initiative is expected to enhance financial discipline, ensure transparency, and strengthen leadership practices across PM SHRI Schools in the Union Territory of Jammu & Kashmir.
