DC Doda launches ‘AASHA’ Digital Platform to mainstream Out-of-School Children

DODA, APRIL 17: In a significant step towards strengthening inclusive education, the District administration Doda on Friday launched a comprehensive digital initiative—AASHA (Action to Assure Schooling and Holistic Access)—aimed at identifying, tracking and mainstreaming Out-of-School Children (OoSC) across the district. The move has been taken under the Centrally Sponsored Scheme Samagra Shiksha.

The web-based platform, accessible at www.aasha.ceododa.in, was formally launched by Deputy Commissioner Krishan Lal at DC Office in the presence of Chief Planning Officer Manesh Kumar Manhas, Chief Education Officer Bhushan Kumar Pathak and other key officials associated with the initiative.

Developed under the aegis of the Chief Education Office, AASHA marks a transition from conventional paper-based surveys to a dynamic, technology-driven system. The platform is designed to generate real-time, household-level educational data, enabling scientific identification of children who are either never enrolled or have dropped out and facilitating their enrollment and sustained retention in schools.

The initiative follows directives from Project Director Samagra Shiksha J&K Bhawani Rakwal and Director School Education Jammu Naseem Javaid Chowdhary, who emphasized the need for updated and accurate OoSC data through field-driven mechanisms.

The planning and field framework developed with key contributions from K. D. Shah (Auditor, Samagra Shiksha Doda) and Majid Anjum (Programmer Samagra Shiksha Doda). The technical development of the platform was undertaken in-house by Saqib Ahmed (Incharge IT, CEO Office Doda) and. Rafaqat Rasool (Vocational Trainer IT, GHS Nichlathara), who built it as a Progressive Web Application (PWA) featuring offline survey capability, real-time data capture and user-friendly dashboards.

The developers have earlier contributed to digital systems like the Integrated Management System (IMS) and Record Management System (RMS), reflecting Doda’s growing emphasis on e-governance in the education sector.

From the security standpoint, the platform complies with MeitY guidelines, ensuring data privacy, secure architecture and adherence to data residency norms.

The district-wide household survey under AASHA is scheduled to begin on April 18, with completion targeted within 10 days. Surveyors identified at the zonal level will conduct door-to-door visits, while trained Zonal Nodal Officers will oversee implementation. Consolidated data is expected by April 30, 2026.

The initiative aims to reduce dropout rates, improve literacy levels, enhance enrollment in government schools, strengthen retention, ensure access to quality education and optimize resource allocation under Samagra Shiksha.

The DC termed the initiative a “commendable step towards data-driven governance,” emphasizing the importance of accurate field identification for effective educational planning. He also directed for daily monitoring of survey progress through the application.

The CEO stated that AASHA represents a practical approach to achieving universal school access by systematically linking every identified child with the education system and ensuring continuous monitoring.

The administration urged parents and the general public to cooperate with survey teams and provide accurate information to ensure the success of the initiative.

With its scalable and user-friendly design, AASHA is expected to emerge as a replicable model for other districts, reinforcing the collective commitment of the administration, educators and the community to ensure that no child is left behind in the journey towards education.
