KISHTWAR, SEPTEMBER 30: Deputy Commissioner Kishtwar Pankaj Kumar Sharma today chaired a meeting of the District-Level Narco Coordination Centre (NCORD) Committee to review the preventive, rehabilitative and enforcement measures being undertaken by the concerned departments to curb drug abuse and trafficking in the district. SSP Sunny Gupta was also present at the meeting.
At the outset, District Social Welfare Officer Tariq Parveaz Qazi presented the Action Taken Report (ATR) on the decisions taken during the previous NCORD meeting. He shared detailed insights into the Vision Document (2026–2029) for Nasha Mukt Bharat (Drug-Free India) introduced by the Government of India envisaging Enforcement, Intelligence and Operations; Precursors and Synthetic Drug Control; Demand and Harm Reduction; and Capacity Building, Coordination and Monitoring.
The Deputy Commissioner directed the Excise and Taxation Department to intensify enforcement measures against the illegal cultivation of cannabis in accordance with the prescribed legal provisions and Standard Operating Procedures (SOPs). The meeting was informed that wild cannabis over 13.15 Kanals has been destroyed by the Excise and Taxation Department across the district.
To prevent misuse of Courier services, the Deputy Commissioner instructed the ADC to convene meetings with such service providers to orient them on identification of suspicious parcels. “They shall be asked to immediately report suspicious packages, maintain proper record and keep a close check on unauthorised Schedule H drug consignments,” the DC emphasised.
The Drug Control Officer apprised that 92.4 percent computer billing and 96 percent CCTV installation have been completed in medical shop establishments across the district. The DC further stressed on declaration of remaining educational institutions as Tobacco-Free in strict compliance with the TOFEI guidelines.
The Sub-Divisional Magistrates and Tehsildars were also asked to expedite the declaration of pending Panchayats as “Nasha Mukt. The Drawing and Disbursing Officers (DDOs) of remaining departments were also directed to furnish Drug-Free Office Certificates after obtaining duly certified self-declaration forms from all government employees.
The concerned departments were asked to submit the ATR to the Office of the District Social Welfare Officer on or before the 20th of every month.
Additionally, the Deputy Commissioner directed the district heads of line departments to ensure active participation of designated resource persons and officials in the IEC campaign under the ongoing Nasha Mukt Bharat Abhiyan every Monday. He cautioned that any negligence or non-compliance in this regard would be viewed seriously.
