KUPWARA, SEPTEMBER 24: A meeting regarding Solid Waste Management and Stray Dog Management/Animal Birth Control (ABC) was convened under the chairmanship of the Deputy Commissioner (DC), Kupwara, Shrikant Suse today at the Mini Meeting Hall of District Administrative Complex, Kupwara.
The meeting was attended by officers from Police, Revenue, Health, Education, Animal Husbandry, Rural Development, Municipal Bodies, Pollution Control, PWD, Youth Services and Sports Departments, and representatives of the security forces.
The Chair reviewed the prevailing solid-waste management system and the increasing problem of stray dogs in the district. Emphasis was laid on coordinated and time-bound action by all concerned departments.
The Deputy Commissioner directed that municipal bodies and Panchayati Raj Institutions shall ensure regular collection, segregation, transportation and scientific disposal of solid waste. Open dumping of garbage and food waste, particularly near markets, schools, hospitals and residential areas, shall be strictly checked.
It was further directed that the Animal Husbandry Department, in coordination with municipal bodies, shall formulate and implement a humane Animal Birth Control and anti-rabies vaccination programme in accordance with applicable rules. Vulnerable areas and stray-dog hotspots shall be identified and mapped for priority intervention.
The Health Department was instructed to ensure availability of anti-rabies vaccine and rabies immunoglobulin at designated health institutions and to strengthen reporting of animal-bite cases. The Education Department shall conduct awareness activities among students regarding dog-bite prevention and immediate wound-washing measures.
The Chair also directed that public awareness shall be intensified regarding responsible waste disposal, avoidance of indiscriminate feeding of stray dogs and timely medical treatment after an animal bite. All departments shall work in close coordination and submit progress reports on the assigned action points.
The Deputy Commissioner stressed that effective waste management, dog-population control, anti-rabies vaccination and community awareness are essential for protecting public health. All concerned officers were directed to implement the decisions in a coordinated and time-bound manner.
