The meeting was attended by Additional Deputy Commissioner (ADC) Anil Kumar Thakur; Chief Planning Officer (CPO) Manesh Kumar Manhas; Superintending Engineers of PWD (R&B) and Jal Shakti (Hydraulic) Circles; Chief Education Officer; Executive Engineers of the concerned departments; Executive Officer of Municipal Council/Committees of Doda, Bhaderwah and Thathri; Block Development Officers (BDOs); officials from JPDCL and other concerned officers and officials.

During the meeting, a detailed review was conducted of the physical and financial progress of developmental works initiated by the Rural Development Department (RDD), PWD (R&B), Jal Shakti, Education, Health and Urban Local Bodies (ULBs). The status of allotted, ongoing and completed works, financial expenditure and progress against approved targets were examined, with emphasis on timely execution and effective utilisation of available funds.

Taking block-wise review under the RDD sector, the DDC directed the concerned officers to expedite the execution of all allotted works and ensure 100% achievement in both physical and financial terms within the stipulated timelines.

Taking serious note of delays in the execution of certain works, the DDC directed the concerned departments to ensure that all allotted works are taken up without further delay. He instructed the officers to identify contractors who have failed to commence or execute allotted works and initiate appropriate action, including blacklisting wherever warranted, strictly in accordance with applicable rules and contractual provisions.

The meeting also reviewed the progress of works under the PWD (R&B) sector, including road infrastructure and projects related to Education, Health and other public infrastructure. The DDC assessed the status of allotted, ongoing and completed works, along with the expenditure incurred and directed the concerned officers to accelerate implementation, address bottlenecks and ensure completion within the prescribed timelines.

A detailed review of the Jal Shakti sector was also undertaken, covering works under the concerned Executive Engineers, including PHE Doda and Gandoh, along with the relevant works under the department. The DDC took stock of physical and financial progress and stressed close monitoring, timely execution and effective utilisation of allocated funds in accordance with approved plans and guidelines.

Progress under the Constituency Development Fund (CDF) and MPLADs was also examined, with directions to complete the pending works in a time-bound manner.

The meeting further reviewed progress under the Clean Himalayan and Hill Cities Initiative (CHHCI) in Bhaderwah, along with the status of Untied Additional Works for 2026–27. The DDC emphasised effective planning, proper utilisation of funds and adherence to prescribed guidelines to ensure the timely execution of approved works.

The physical and financial progress of works under the State Disaster Response Fund (SDRF) was also assessed. The DDC directed the concerned officers to closely monitor the implementation of these works and ensure that the approved targets are achieved within the stipulated timeframe.

A detailed review was also conducted of works under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA)/Tribal Sector and UT Capex Budget Tribal Schemes. The DDC stressed the need to expedite ongoing works, address implementation-related issues and ensure that the intended benefits reach the targeted communities.

The progress of heritage projects in Bhaderwah and Thathri was also reviewed. The DDC directed the concerned officers to ensure timely execution, maintain quality standards and adhere to approved specifications and applicable norms.

The DDC further directed the concerned departments to identify works held up due to disputes, administrative issues or other impediments and take necessary steps to resolve them in coordination with the concerned authorities, strictly in accordance with applicable rules and guidelines. He emphasised that avoidable delays must be eliminated through effective interdepartmental coordination and regular field-level monitoring.

The DDC directed all departments and executing agencies to work in close coordination, ensure regular inspections and achieve the prescribed physical and financial targets within the stipulated timelines. He stressed that all developmental works must be executed in accordance with approved estimates, technical specifications, quality standards and applicable government norms.
