Stresses on adherence to transparency, quality standards in execution of dev works

KATHUA, OCTOBER 07: District Development Commissioner Kathua Rajesh Sharma today chaired a comprehensive review meeting to assess the progress of ongoing projects being executed under the District Capex Budget 2025–26.

The meeting was attended by ADDC Commissioner Kathua, Surinder Mohan, Chief Planning Officer Kathua, Ranjeet Thakur, ACD Kathua, Akhil Sadotra, CMO Kathua, Executive Engineers of PDD, PHE and PWD (Kathua, Hiranagar, Billawar) besides BDOs and representatives of various implementing agencies.

During the meeting, the DDC reviewed sector-wise progress of works and fund utilization across departments including Health, Education, Rural Development, PHE, PWD and Power Development Department. A detailed presentation was also given on the status of physical and financial achievements under different components of the Capex Budget.

The DDC emphasized the need for timely execution and optimal utilization of funds, directing all executing agencies to expedite the pace of work and ensure completion of projects within stipulated timelines, particularly before the onset of the winter season. He underscored the importance of maintaining quality standards, strengthening monitoring mechanisms and ensuring transparency and accountability at all levels.

Issuing specific directions, the DDC asked the Rural Development Department to accelerate completion of approved works and submit bills for physically and financially completed projects. The Health Department was instructed to prioritize upgrading health infrastructure and essential equipment, while the Education Department was asked to ensure that ongoing school infrastructure projects are completed before the commencement of the new academic session.

The DDC also reiterated the importance of timely submission of Utilization Certificates (UCs) and Monthly Progress Reports (MPRs) by all departments, cautioning against delays or lapses in project execution.
