District admin Budgam marks International Day of Persons with Disabilities with enthusiasm

BUDGAM, DECEMBER 03: District administration Budgam today celebrated the International Day of Persons with Disabilities with great enthusiasm and active participation.

The event, themed “Fostering Disability-Inclusive Societies for Advancing Social Progress,” was organised by the District Administration Budgam in collaboration with the Social Welfare Department, Wheelchair Association J&K and She Hope Society at Sheikh-ul-Alam Hall, Budgam.

The Deputy Commissioner (DC) Budgam, Dr. Bilal Mohi-ud-Din Bhat presided over the function as the Chief Guest.

Besides, PO ICDS, Summer Naik, CPO Budgam, DSWO Budgam, Chairman Wheelchair Cricket Association, health officials, NGOs and a large number of specially-abled persons, students from various schools of budgam attended the programme.

Speaking on the occasion, the DC highlighted the exceptional capabilities, strengths, and talents possessed by specially-abled individuals. He said these individuals are ‘real gems’, equipped with unique qualities bestowed by divine power.

Commending their achievements, the DC said they consistently excel in business, sports, academics, and various other fields.

Reiterating the commitment of the administration, the DC assured that all necessary support would be extended to help specially-abled persons realize their aspirations. He urged society to reject discriminatory attitudes and instead recognise their potential and treat them at par with others.

The DC stressed the need for intensified welfare initiatives aimed at boosting the socio-economic upliftment of persons with disabilities. He emphasized that discrimination, especially in employment opportunities, must be eliminated entirely. “It should be our collective resolve to stand by these individuals when they need us the most,” he said.

Highlighting the ongoing efforts, the DC said that various welfare schemes of the Social Welfare Department including the provision of tricycles, hearing aids, mobility scooters, and other assistive devices have significantly empowered persons with disabilities.

He added that the district administration is actively identifying and mapping all individuals with disabilities to ensure transparent and need-based distribution of benefits in the future.The DC urged society to avoid discrimination and treat Divyangjans with dignity, equality and respect.

Speakers from participating organisations also addressed the gathering, appreciating the district administration’s proactive approach and calling for broader community involvement in promoting an inclusive society.

The highlight of the event was the distribution of 163 Niramaya Health Insurance Cards to specially-abled beneficiaries. These cards provide a health cover of up to ₹1 lakh. Achievement Certificates were also awarded to outstanding Divyangjan achievers from across the district.

On the occasion colourful cultural performances were presented by school children, adding vibrancy and joy to the celebration.

The DC also distributed awards and commendations to NGOs and organisations working for disability welfare.
An amount of ₹1.63 crore was handed over via cheques to She Hope Society Ganderbal and the District Social Welfare Office Budgam for their dedicated services towards specially-abled persons.

On the Occasion the DSWO announced that 234 assistive devices will be distributed among Divyangjans across Budgam from December 4, 2025, to enhance mobility and independence.

The programme concluded with a message of dignity, inclusion and the district’s continued commitment to creating an accessible and supportive society for all.
