DC pitches for priority sector lending, effective implementation of self-employment Schemes

RAMBAN, SEPTEMBER 29: Deputy Commissioner Ramban Mohammad Alyas Khan today chaired a meeting of District Level Review Committee (DLRC) and District Level RSETI Advisory Committee (DLRAC) to evaluate the performance of banks and review the implementation of the Job-Oriented Schemes in the district with a special focus on the Priority Sector.

The meeting was attended by CPO Dr. Shakeeb Ahmed Rather; ACD Mohammad Ashfaq; Lead District Officer RBI Anil Kumar; LDM Davinder Singh; Director RSETI S. Harvinder Singh; DDM NABARD and representatives from line departments and Banks.

The meeting was informed that the district’s Credit-Deposit (CD) ratio has improved by 3.92%, touching 71.04% as on June 30, 2025, compared to the previous quarter ended on March 31, 2025. An amount of ₹ 98.31 crore has been spent under the Priority Sector, achieving 17% of the ₹ 583.4 crore Annual Credit Plan (ACP) 2025-26 targets. The Non-Priority Sector saw a credit outlay of ₹125.05 crore.

The Deputy Commissioner directed the Bankers to achieve the targets under priority sector especially Education, Housing and Social Infrastructure. He directed bankers to work in close coordination with the line departments for better implementation of schemes and services delivery. The DC instructed banks to organize more awareness camps in uncovered areas to sensitize the public about various financial schemes and services.

Calling for swift processing of loan cases under MUMKIN, TEJASWANI, PM VISHWAKARMA and KCC, the DC stressed on providing timely benefits to local youth. He also directed the Departments and Bankers to redouble their efforts to achieve the targets under flagship PMEGP and REGP schemes aimed promoting self-employment.

He also reviewed the implementation of Pradhan Mantri Mudra Yojana (PMMY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Atal Pension Yojana in the district.

Highlighting the importance of employment generation, the DC instructed Bankers and Departments to adopt a structured approach to achieve 100% performance under all government-sponsored schemes.

Chairing the District Level RSETI Advisory Committee (DLRAC) meeting, the Deputy Commissioner reviewed the performance of the institute. He directed the KVIB, NRLM and other line departments to mobilize youth for enrolling them in RSETI training programmes. He also emphasized the need to promote market driven skill training, maximizing the coverage of eligible persons and facilitating financial and marketing linkage to empower the unemployed youth.

The Deputy Commissioner further directed stakeholder departments to extend the loan facility to all pass-out trainees of RSETI under Mission YUVA to help them in establishing sustainable income-generating ventures.

Meanwhile, the Director RSETI presented an overview of the achievements, ongoing initiatives and training programmes being conducted by the Institute. He informed that as on June 30, 2025, a total of 156 individuals have been trained against the target of 675, of which 128 are already working on the ground to earn their livelihood.
