JAMMU, MAY 18: Member of Parliament Jugal Kishore Sharma today chaired the District Development Coordination and Monitoring Committee (DISHA) meeting here at the District Headquarters, Jammu, to review the implementation and progress of the Centrally Sponsored Schemes and flagship programmes being executed in the district.
Member of Rajya Sabha Sat Paul Sharma, who is Co-Chairperson of the DISHA Committee, also presided over the deliberations and offered valuable inputs on the occasion.
The meeting was attended by Members of Legislative Assembly from the district, who actively raised developmental issues and concerns pertaining to their respective constituencies, along with senior district officers and representatives of concerned departments.
District Development Commissioner Jammu, Dr. Rakesh Minhas gave a detailed presentation highlighting the status, achievements and progress under various Centrally Sponsored Schemes being implemented across the district. A comprehensive review was undertaken of major programmes including PMAY, Jal Jeevan Mission, MGNREGA, PMGSY, Swachh Bharat Mission, PM Surya Ghar Muft Bijli Yojana, PM KUSUM, PM SHRI Schools, Health, Education, Power, Rural Development and Social Welfare schemes, covering both physical and financial progress.
The meeting witnessed threadbare deliberations on the ground-level implementation of these schemes. The Chair underlined that timely and planned execution of projects is of paramount importance for ensuring effective grassroots delivery and stressed the need for transparency, accountability and quality standards across all executing agencies.
Reviewing the overall progress, MP Jugal Kishore issued directions, covering a wide range of ongoing developmental works across the district. He emphasised that completed schemes be operationalised without delay so that public benefit is not held up and that works stalled for any reason be brought back on track through appropriate remedial measures. Directions were also issued for expediting pending works and ensuring that fresh works are commenced in accordance with approved plans and timelines.
The Chair gave particular attention to key flagship schemes, directing that targets under housing, rural electrification, road connectivity, sanitation and school infrastructure programmes be pursued with renewed urgency. He stressed that the benefits of these schemes reach all eligible beneficiaries and that awareness among the public be actively promoted with the involvement of elected representatives. Directions were also issued for redressal of issues relating to power supply and drinking water, with emphasis on ensuring that infrastructure in one sector does not hamper delivery in another.
Specific directions were also issued on certain local infrastructure matters of importance to the district, including road connectivity and bridge projects, for which the Chair called for expeditious resolution of pending issues.
Member of Rajya Sabha Sat Paul Sharma, while addressing the meeting, stressed that Jammu and Kashmir must accelerate its performance across Centrally Sponsored Schemes so that maximum benefit reaches the public. He laid special emphasis on sanitation targets and urged that more avenues be explored to enable departments to deliver public benefits effectively through Government of India schemes.
Others present at the meeting included Additional District Development Commissioner Sher Singh, Additional Deputy Commissioner Vidhu Shekhar, Sub-Divisional Magistrates of respective sub-divisions, Chief Planning Officer Ajaypal Singh, Superintending Engineers and other concerned sectoral officers.
