Panch Samelan on VB-GRAMG held at Samba

SAMBA, AUGUST 6: In a landmark initiative aimed at ushering in a new era of participatory rural governance, the Rural Development Department Samba today organised a grand Panch Samelan on the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-GRAMG) scheme.

The programme was conducted under the supervision of the District Programme Coordinator (DPC) (Deputy Commissioner) Ayushi Sudan, while Additional District Development Commissioner Champa Devi chaired the event. Assistant Commissioner Development (ACD) Rafiq Ahamd Jaral and the Assistant Commissioner Panchayat (ACP) Narsingh Dayal coordinated the event.

The conclave witnessed the enthusiastic participation from all Block Development Officers, former Panchayati Raj Institution (PRI) representatives, officials from the Rural Development Department and a large gathering of people representing different areas, truly bringing all hands on deck to ensure the effective sensitization of stakeholders regarding the provisions, objectives, and implementation framework of the new Act.

The experts from the Rural Development Department, who obtained training on the new act, presented a comprehensive exposition of the salient features of the VB-GRAMG scheme.

They lucidly explained how the scheme represents a transformative departure from its predecessor, MGNREGA, with a stronger emphasis on sustainable rural infrastructure, enhanced livelihood opportunities and holistic village development.

The experts meticulously elucidated the legal framework, operational modalities and implementation mechanisms, dispelling doubts and equipping stakeholders with the requisite knowledge to translate policy into practice.

The Panch Samelan served as a vibrant platform for fostering dialogue, building institutional capacity, and ensuring that every stakeholder entrusted with the implementation of the scheme is fully conversant with its objectives and statutory provisions. The programme underscored the Department’s unwavering commitment to ensuring that the benefits of the scheme percolate to the grassroots in their true letter and spirit.

Addressing the gathering, ADDC Samba, Ms. Champa Devi, expressed her profound appreciation to all participants for their wholehearted cooperation and enthusiastic presence, observing that the overwhelming response had made the event a resounding success. She exhorted all implementing agencies and field functionaries to adhere scrupulously to the legal architecture of the VB-GRAMG scheme and to uphold the highest standards of transparency, accountability, and integrity in its execution.

She remarked that the success of any public welfare programme hinges not merely on financial outlay but on meticulous planning, collective endeavour and steadfast adherence to the rule of law. Urging officials and public representatives to leave no stone unturned, she called upon them to work with missionary zeal so that the transformative vision of the Government is translated into tangible outcomes for rural communities.

The programme concluded on an optimistic note with a collective pledge from all stakeholders to work in close synergy for the effective implementation of the VB-GRAMG scheme, heralding what many described as a watershed moment in the journey towards inclusive, resilient and sustainable rural development in District Samba.
