BANDIPORA, AUGUST 06: District Development Commissioner (DDC) Bandipora, Indu Kanwal Chib, today chaired a comprehensive review meeting at the Mini Secretariat Bandipora to assess the progress of works being executed under the District Capex Budget 2026-27, Revenue Capex, Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) and Heritage Development projects.
The meeting focused on reviewing the physical and financial progress of ongoing and newly approved works besides identifying bottlenecks to ensure their timely completion.
At the outset, Chief Planning Officer Bandipora, Mohammad Maqbool Lone, gave a detailed presentation on the sector-wise progress of works and expenditure under various schemes. The meeting reviewed the status of administrative approvals, tendering, allotment of works, funds released, expenditure incurred and physical progress of projects being executed by different departments.
A detailed review was conducted of works of the Roads & Buildings Department, Public Health Engineering, Irrigation & Flood Control, Education, Health, Urban Development, Youth Services & Sports, JAKEDA, Rural Development Department and other executing agencies under District Capex, Revenue Capex, DDC Grants, BDC Grants, PRI Grants, Aspirational Block Development Programme (ABDP), Aspirational Panchayat Development Programme (APDP), Samridh Seema Yojana (SSY), DAJGUA and Heritage Development schemes.
During the review, the DDC directed all departments to expedite expenditure under ongoing works and ensure timely utilisation of available funds. She instructed the concerned departments to submit all pending estimates under BDC, DDC Grants at the earliest and directed Block Development Officers, Executive Engineers and Executive Officers to complete the allotment of works without delay after completing the requisite formalities.
She further directed that the remaining expenditure under SSY, ABDP and APDP be completed by 12 August. She also instructed JAKEDA to resolve the pending issues related to lights under PRI Grants and directed the Public Health Engineering Department to complete all remaining works expeditiously.
The DDC further directed the Accounts Officer, Municipal Council Bandipora, to coordinate with the office of the Superintending Engineer, R&B Bandipora, to resolve issues relating to pending expenditure. Stressing timely financial progress, she directed all departments to ensure that pending bills are submitted to the Treasury on or before 12 August.
The DDC directed all executing agencies and concerned departments to expedite the completion of ongoing works and ensure that all new projects are taken up without delay after completing the required formalities. She stressed the need for close coordination among the concerned departments to avoid procedural delays and achieve optimum utilisation of available funds.
Emphasising accountability and regular monitoring, the DDC directed officers to closely monitor the progress of works at the field level and ensure that projects are completed within the prescribed timelines while maintaining the desired quality standards. She also directed departments to promptly complete pending administrative and technical formalities, including tendering and allotment, to facilitate early commencement of approved works.
The DDC further reviewed the progress of Heritage Development projects and directed the concerned executing agencies to expedite the remaining formalities so that work on approved projects is started without unnecessary delay. She also reviewed the status of works being taken up under DAJGUA and called for their timely completion to strengthen public infrastructure in tribal areas.
Among others, the meeting was attended by Superintending Engineer R&B Circle Bandipora, Assistant Commissioner Development, Assistant Commissioner Panchayat, Executive Engineers, Deputy Chief Executive Officer JAKEDA, District Youth Services & Sports Officer, Executive Officers of Municipal Committees, Block Development Officers and other concerned officers.
