Assembly Secretariat fails to submit recruitment rules file to GAD; promotions on halt

Srinagar: The promotions of several employees have come to a grinding halt as the J&K Assembly Secretariat failed to submit file of recruitment rules to General Administration Department (GAD).
Sources privy to the development said that the Assembly Secretariat has failed to submit the file pertaining to rules of recruitment for J&K LA since June 2021.
“The file was supposed to be submitted by the Law, Justice and Parliamentary Affairs Department. However, the department has reportedly forwarded the rules file unnecessarily to Assembly Secretariat in the month of June 2021 and has asked the Secretary General, J&K Assembly to submit it through e-office mode,” they said.
They added that the file till date has been kept hidden for the reasons to be explained by the Secretary General, who himself belongs primarily to Law Department but is presently at the helm of affairs and enjoying all privileges there.
Terming non-submission of file to GAD as the wilful delay in processing of the Jammu and Kashmir Legislative Assembly Secretariat (Recruitment and Conditions of Service) Rules 2019 file, the sources said that it is proving detrimental to the service interests of the majority of the employees working in the Assembly Secretariat and has drastically affected the management of human resource in the Assembly as well.
They said that the delay in submission of file has affected the functioning of the department as several employees awaiting promotions are being pushed to the wall and thus resulting in inordinate delay in their promotions. (KNO)
