DRSC discusses execution of Road Safety Plan in Kishtwar District

KISHTWAR, OCTOBER 25: Deputy Commissioner Kishtwar (Chairman DRSC, RTA & RAVF), Rajesh Kumar Shavan today chaired a meeting of the District Road Safety Committee (DRCS).

The Committee reviewed the execution of road safety plan, including the implementation of the Road Safety Act, identification of black spots, erection of crash barriers, installation of road signage, speeding up of insurance claims and regulation of speed limit, besides generation of awareness through Road Safety Clubs in schools and colleges.

The ARTO was directed to maintain radar surveillance and share data on new commercial vehicles, followed by private vehicles entering the district. The DC emphasized random checking of driving licenses, close monitoring of driving institutes, 100% camera installation in commercial vehicles and regular fitness checks of vehicles.
Reviewing progress on identification and rectification of black spots, the DC directed stakeholder departments, including NHIDCL and BRO to take corrective measures at all black spots, install crash barriers, provide road signage, and implement traffic regulation measures, especially in accident-prone areas.

He further askked all stakeholders, including the Police, Health Department, MVD, and Highways authorities (R&B, PMGSY, NHIDCL, BRO-GREF, and Project Sampark), to update and upload accident-related data and photographs on the Integrated Road Accident Database (IRAD) Portal. This initiative will aid in analyzing the causes of road crashes and devising safety interventions to reduce such accidents in the district.

Further, stress was laid on holding awareness campaigns, including loudspeaker announcements, in all townships of the district, including district headquarters, subdivisions, and tehsil levels, to promote road safety awareness among drivers.

Additionally, DC Kishtwar emphasized the need to conduct special medical camps for accident victims as a supportive measure by the District Administration.

The SSP also sought a strict check on rash and drunken driving, assuring that police will provide full assistance to the ARTO for strengthening surveillance. He also raised concern of parents allowing minors to use Scooty/MotorCycles in the town.

The DC also took updates from the Health Department on the functioning of the 108/102 ambulance helpline, including details on all drivers, and stressed the importance of GPS tracking for ambulances.

He placed particular emphasis on anti-drug assessment kits, the prevention of vehicle overloading, verification of “Mumkin Scheme” vehicle beneficiaries, and directed authorities to improve road conditions across the district to prevent future accidents.

The meeting was attended by SSP Kishtwar Abdul Qayoom-JKPS, ADC Kishtwar Pawan Kotwal, ACR Kishtwar Idrees Lone, ARTO Kishtwar, BMO, Dy. CEO, Ex En PMGSY Rajesh Sharma, and representatives from IRAD, concerned departments, NHIDCL, and BRO etc.
